Norfolk and Waveney Mental Health Partnership - NHS Trust
Objective -In July 2007 Spirals was commissioned to review the Estates and Facilities department. The brief was to carry out a high level and broad review across the whole department rather than concentrating in detail on any one aspect or service. The objectives for the Stage 1 review are summarised below:
- Carry out strategic planning with key staff to determine the overall vision
- Develop a more ‘business like’ approach
- Consider and analyse the available evidence to demonstrate current performance
- Carry out a robust assessment of the current approach and models
- Affirm or redefine the core activities and service outcomes
- Develop strategic planning competencies within the service
- Provide practical learning opportunities for key managers
- Identify and consider the widest range of delivery options and models
- Ensure the appropriate level of challenge and scrutiny
- Ensure the service is fit for purpose in the future
Engagement -The assignment combined analysis and diagnostic tools with learning elements to help develop the culture and to embed strategic capabilities within the NWMHP.
Phasing -
To meet the objectives of the brief, Spirals developed its methodology to consider the current model, the people involved in the services, and the processes and system currently in place. This approach would ensure a balanced assessment of the current situation and provide a robust platform to develop improvement opportunities. The diagnostics involved the following methods of work:
- Research and data analysis
- Workshops
- One-to-one interviews
and included working with the Board, Estates and Facilities Managers and staff and the customers of the service to get a full and detailed picture of the service provided.
Results - The work developed options for moving the service forward and these options were appraised against a criteria developed that included:
- The value to users / customers
- Costs
- Delivery Processes
- Capability and Capacity
- Transition and Change Required
- Emergency Response
- Local Community
As a result of the options appraisal, a recommendation of a 'foundational change' programme was put forward. This programme would look at:
- Leadership and management
- Customer/patient orientation
- Planning and alignment with the Trust’s strategic plan
- Variability of service delivery
- Staff shortages and low morale
- Quality of external contractors and agency staff
- Low use of ICT/Technology
We are now working with the trust in developing the transformation programme, assisting the service to make the changes needed to realise the improvements that are possible.
