Preparing a Project Plan to support the Local Development Scheme for a Borough Council
Objective
As part of the process to introduce the Local Development Framework the Borough Council was formally required to submit their Local Development Scheme to the Government Office for the East of England (Go-East). Spirals Ltd was asked to work with the planning service to prepare a more detailed project plan to support the LDS. The project plan was for internal use only within the planning service, to help ensure the project was delivered successfully.
Engagement
Spirals was already working with the Borough Council on a number of high profile projects and was therefore commissioned to support this important work. The Head of Planning was keen that this work was delivered quickly with support and coaching for the team.
Through a series of workshops Spirals prepared a project plan based on the following four key areas of work:
• Statement of Community Involvement (adopted April 2006).
• Core Strategy and generic policies (adopted December 2007).
• Site Specific allocation and policies (adopted December 2008).
• Annual monitoring reports (annually around December).
Result
The client was very pleased with the project plan which was used to give comfort to Members that everything would be delivered on time. The detail in the plan also enabled the planning service to make the case for additional resources to meet key dates.
Spirals was asked to continue working with the team to provide ongoing support and coaching.
