Ian Lambert joins Spirals as Senior Consultant

Ian Lambert, the former Head of Democratic Services and a deputy chief officer of Norfolk County Council has joined Spirals as a Senior Consultant.

Ian brings with him a wealth of experience and expertise in Member Development and Scrutiny, two growing areas of the Spirals portfolio.  He also has senior level management experience in the public sector, enabling him to understand clients and share his experience as a senior manager as well as a consultant.

Ian has a strong track record of developing and implementing strategic policy.  He was responsible for a county’s first Children’s Services Plan in the 1990’s, developed the Council’s policy in respect of Local Strategic Partnerships and community planning, developed the new political structures following the Local Government Act 2000 and subsequently developed the Council’s scrutiny processes.

Ian was the Proper Officer of the Registration Service and the Coroners Service in the county and as such directed these large services through periods of considerable change.

He has also had corporate responsibility for the County Council’s external relationships with stakeholders and partners. Latterly he had responsibility for the Authority’s strategic relationship with the third sector.

Earlier in his career Ian was a senior policy analyst with the Government of Manitoba in Canada specializing in the areas of health and social care, particularly for adults with learning difficulties.

Ian will be heading up Spirals services for members as well as adding his experience and expertise to other services that Spirals offer.
